Municipal assessing services
Full contract assessing for Maine municipalities, as appointed Assessor or Assessor's Agent. I keep a small number of municipal clients so each one gets genuine attention, and I answer taxpayer and staff questions five days a week, not only on the days I am in the office.
Assessing
All functions necessary to run the Town's assessing program, including but not limited to:
- Meetings and appointments with taxpayers
- Processing and maintaining all exemption and current use applications
- Personal property: annual mailings and returns, BETE and BETR, depreciation and account maintenance
- Annual deed processing, ownership changes, and lot splits
- Annual new construction pick-up and building permit review
- Measure and list of residential, commercial, and exempt property, on site
- Cyclical review of existing assessments, with photographs updated in the field
- Annual valuation updates and market adjustments to hold the ratio
- Tax commitments, tax billing, and TIF administration
- All mandated Maine Revenue Services and county reporting, filed on time
- Defending the Town's assessments before the appeal authority
- Advising the manager, select board, and assessors
Revaluations
Town-wide full measure and list, taxpayer meetings, sales analysis, factoring updates, and equalization. Also available as an independent check on another firm's revaluation, having performed revaluations, I review methodology, sample the results, and test proposed values against actual market sales before they are committed.
Property data portalINCLUDED
Every town I serve gets a hosted public property portal at no additional charge. It is entirely optional, declining it does not change the fee, and the Town's data stays exportable and portable at any time.
- Assessing forms filed online. Homestead, veteran, abatement, personal property declarations and the rest, all completed online, attached to the right property, and delivered straight to your office. Filings arrive complete instead of as paper to be re-keyed.
- Nothing lost, everything logged. Every submission is timestamped and kept with the property, so there is always a record of what was filed and when. No missing applications, no re-typing, no paper to chase.
- Taxpayer self-service. Residents look up their own property and get their property card, valuation report, or tax bill themselves, as can realtors, attorneys, and appraisers. Pulling records and answering routine calls are recurring interruptions your staff absorb; this hands that time back.
- Business account sign-in. A personal property owner signs in to see their own itemized account, confidential detail that never appears publicly and is shown nowhere else.
Transfer and deed tracking
The assessing work is supported by PRISM, a property intelligence platform I built. It tracks ownership changes, deed activity, and sales data from the registry so transfers are caught as they happen rather than reconstructed at commitment time. Records stay current, ratio studies are faster and more rigorous, and the time that saves goes back into being available to the Town and its taxpayers.
